General Position Summary:

  • Working with minimal supervision, the Technical Program Manager is responsible for the creation and completion of strategic and special programs and its orchestration of associated projects which require the coordination and completion of concurrent moderate to complex projects across various functional areas.
  • Provides subject matter expertise in areas including project scope definition, risk identification, project methodology, resource allocation, facilitation and other areas of expertise based upon established project management techniques.
  • Makes presentations to management on project updates, project cycle, and expected results.
  • Ensures projects are completed on time and in scope.
  • May manage vendor and service providers to define project scope and performance expectations.

Essential Functions/Responsibilities:

  • Under the direction of the Director, IT Enterprise Support Services, provides management of programs and its associated projects in services to Executives and Leaders in the Pacific West Market.
  • Develop and foster relationships with Chief of Staff, IT Senior Leaders, business partners, managers, and external partners.
  • Provide consistent and effective portfolio dashboards, portfolio reviews, scorecards, and reports.
  • Identify, track, and help resolve cross-portfolio dependencies and conflicts.

  • Provides input and/or oversight of other projects to ensure quality and consistency
  • Ensure alignment and understanding of program/project scope and objectives with the organization’s strategic objectives and the Voice of the Customer, in consultation with applicable stakeholders.
  • Raise awareness of any misalignment or misunderstanding of project scope and objectives with applicable stakeholders
  • Ensure that all impacted areas are identified and that appropriate resources are engaged to participate in the scope definition process
  • Monitor scope requirements and identify scope-related gaps and issues
  • Ensure that all project dependencies are identified
  • Manage/support project scope and objectives throughout the project lifecycle
  • Establish/implement/comply with change management processes to drive effective project execution
  • Identify project duration, effort, sequence and dependencies of tasks required to meet applicable project objectives
  • Ensure that resources are acquired to meet project requirements, escalating for assistance where gaps exist
  • Monitor and report progress throughout the project life cycle, using appropriate project planning and scheduling tools
  • Identify and forecast variances and trends throughout the project life cycle to ensure that project schedules and resource requirements are met
  • Monitor project results going forward and ensure that the project is delivering the expected benefits to the business, obtaining feedback from stakeholders as appropriate.
  • Develop, communicate and implement program/project risk/issue management plans and strategies (e.g., mitigation, avoidance, transfer, acceptance)
  • Develop/implement contingency and recovery plans when deliverables/milestones are missed (e.g., identify critical path, document plan for getting back on plan/schedule, failover planning)
  • Develop/maintain applicable risk/issue logs (e.g., IRAAD)
  • Review/monitor project progress and outcomes throughout the project life cycle to identify emerging risks/issues
  • Analyse and ensure resolution of identified risks and issues, collaborating with and obtaining approvals from applicable stakeholders as needed
  • Communicate project risk/issue events, responses and results to applicable stakeholders
  • Establish, develop and maintain effective relationships with applicable project stakeholders (e.g., project team members, internal customers, business partners, leadership)
  • Develop/generate/distribute project reports/documentation to applicable stakeholders (e.g., project status, metrics, outcomes, issues, risks, opportunities)
  • Articulate complex ideas, issues and designs to varied audiences; communicate project objectives, scope and direction to the project team
  • Work with minimal guidance; seeks guidance on only the most complex tasks

Job Scope:

  • Job consists of unique and multi-dimensional work situations involving high impact and high visibility initiatives.
  • Involves a high degree of complexity. Incumbent oversees teams of professionals and is responsible for establishing practices and procedures, SLA and metrics.
  • Duties are performed independently with minimal supervision and work is verified by results.
  • Decisions are made within established departmental guidelines, but also by using judgment for the best reasonable outcome.
  • Position has high visibility to Senior Leadership and Executives through direct interaction and reporting.
  • Errors in judgment or work performance could result in insufficient operation for the organization.

Specific Job Skills and Experience:

  •  5+ years combined IT experience in project, program and portfolio management
  •  Successfully managed a large portfolio or program with multiple business stakeholders
  •  Ability to communicate effectively across multiple levels of the organization including managing through cross-business area or business unit prioritization discussions
  •  Experience in implementing and maintaining accurate key performance measures relating to project intake and project management best practices such as building work breakdown structures, Waterfall/Agile/Scrum methodologies, etc; experience with traditional SDLC methodologies
  •  Outstanding organizational, communication, interpersonal, relationship building skills conducive to collaboration; able to work well in a cross-functional, matrix management environment
  •  Excellent analytical and problem solving skills with a history of hands-on, detail orientation
  •  Highly developed abilities with executive presentations, listening, negotiation and influencing skills
  • Self-motivated, self-directed, team oriented, responsible, and reliable, with a positive attitude and a proactive style.
  • Must possess the ability to work in a highly variable, virtual and matrixed environment.
  • Strong analytical skills.
  • Ability to problem solve including prioritizing multiple tasks, priorities, projects and deadlines.
  • Ability to shift priorities quickly.
  • Skilled in creating crisp and visually-appealing Executive Reports in power point, Visio, and other applications
  • Ability to quickly acquire and apply knowledge.
  • Extremely proficient in PC based software programs including MS Word, Excel, PowerPoint, MS Project and Visio.

Education:

  • Bachelor s degree in the area of Clinical/Information Technology and/or equivalent related experience
