Projects the candidate will be working on:

  • 1 resource – will be assigned to discretionary efforts – scope not fully identified: Agile lead for Community and State Care Management Product that is vendor supported
  • 2 resources – will be assigned to growth efforts – scope not fully identified: Agile lead for Community and State Care Management Product that is vendor supported.

Top Requirements:

  • 8+ years as an IT Project or Program manager with a proven track record of leading enterprise scale, complex IT projects / programs successfully
  • 3+ years of applied experience with Agile development
  • Excellent communication, collaboration, team building and relationship building skills.

Team and Team size:

  • 1 PM, 3 to 4 POs, 1 to 2 tests, Vendor dev supported – outside of the key team.

  • Flexible: Ability to shift to the role or tasks needed for each situational transformation. Ability to get the job done regardless of role definition
  • Quick learner: Must be able to quickly gain a high level understanding of the technical and business domains of the scrum teams
  • Servant Leader: Must be able to garner respect from team and stakeholders and be willing to get their hands dirty to get the job done
  • Situational Awareness: Must be the first to notice differences and issues as they arise, put corrective actions in place and/or elevate them to management
  • System Thinker: Must be able to analyze the entire software development environment and operating culture and bring practical solutions to improve and navigate both

Primary Responsibilities:

  • Lead overall technology delivery to successful completion, operating within scope, budget, and schedule commitments
  • Own end-to-end accountability for program delivery
  • Facilitate consensus and decision-making with business, IT and executive management
  • Partner with stakeholders (internal and external to Optum) to ensure proper strategy, plan, alignment, integration and visibility
  • Partner with Product Management to drive the definition and refinement of the program backlog
  • Establish program level cadence and drive program level ceremonies (e.g. Roadmap Planning, PI Planning, Product Management Council, Scrum of Scrums, Retrospectives)
  • Foster a team collaborative environment that tears down silos between groups - act in a single voice
  • Influence senior leaders to balance competing priorities
  • Lead matrixed teams to common solutions
  • Maintain strong collaborative relationships with key executive stakeholders
  • Provide status reporting and maintaining metrics to provide visibility to stakeholders
  • Manage program & release train financials
  • Establish and manage Risk and Quality for agile program
  • Develop, coach, and mentor team members to advance their skills and career
  • Be a change agent and foster a learn by doing environment

Required Qualifications:

  • 8+ years as an IT Project or Program manager with a proven track record of leading enterprise scale, complex IT projects / programs successfully
  • 3+ years of applied experience with Agile development
  • Excellent communication, collaboration, team building and relationship building skills
  • Successful track record of delivering quality programs on scope, on time, and on budget
  • 1 year or more experience designing, building, or maintaining Healthcare Consumer and/or Clinical End-User Portals
  • 1 year or more experience working with Connected Device Technology (Mobile and Tablet Apps, e.g.)
  • Demonstrated ability to proactively manage the details of programs and projects
  • Ability to lead and influence large IT matrix teams both on and off-shore
  • Own Budget accountability in the $5MM-$10MM range or greater
  • Understanding of backlog tracking, burndown metrics, velocity, and task definition
  • Ability to communicate technology matters to business partners, senior executives, and strategic partners
  • Capable of gaining support for initiatives through influence and use of business rationale
  • Proven ability to make and implement tough decisions
  • Proven track record leading matrix IT teams with 25+ team members

Preferred Qualifications:

  • Industry Certification(s): Agile / Scrum, SAFe, Lean Methodology
  • Experience with DevOps (Acceptance Test Driven Development , Continuous Integration, Continuous Delivery, Service Oriented Architecture)
  • Healthcare/Care Management industry experience
  • Hands-on experience with Rally and Jira
  • Successful in obtaining results in a large corporate (Fortune 500), heavily matrixed environment
  • Relevant bachelor's degree or 7 years of equivalent experience
