Projects the candidate will be working on:

  • WV PATH. Implementation of a broad based integrated eligibility (IE) including healthcare and family assistance programs, child welfare/APS (CW), and child support enforcement (CS).

Ideal Background:

  • Ideal candidate will have expertise in the implementation of systems related to the above programs.
  • Technical experience is preferred and program subject matter expertise in one or more of IE, CW, CS are required

Experience:

  • Specific expertise and experience with implementation of IE, CS or CW systems.
  • Can be either working in a corporate environment or for a state DHHS.

Must Have:

  • Per state contract, the following are non-negotiable.
  • If your candidate does not have the following, please DO NOT submit: PMP and 4 years of experience in IT SDLC within a HHS department or equivalent.

Team and Team size:

  • Leads a team of approximately 30 resources, and part of a project team.
  • Reporting to the PM will be 25-30 Business Analysts across domains along with 4 Line of Business Managers each focused in integrated eligibility, child care, child welfare, and child support.
  • Will also include 4 release managers each focused on the respective domains.
  • Requires ability to work in a matrix environment with developers, testers, M&O, and leadership to deploy the solution.
  • Experience with corporate entities is a plus.

Top Responsibilities:

  • Provides overall direction and project management for the WV IES Project team in the implementation, enhancement, and operations of the solution and its components
  • Coordinates the completion of deliverables across functional areas
  • Provides subject matter expertise in project methodology, resource allocation, and facilitation
  • Serves as the primary point of contact for DHHR regarding DDI and M&O project management activities
  • Provides support for all federal reviews, CMS processes, State, and/or federal certification processes, and other agreed upon critical functions and processes.

Skills/attributes:

  • 1. A total of four years of experience in project management of an IT project(s) that encompassed the full system development life cycle from initiation through post implementation within a human services department or health insurance marketplace in a U.S. state or territory.
  • 2. Project Management Professional (PMP) Certification.

INTERVIEW PROCESS:

  • Likely up to 3 interviews by phone/video.
  • Would bring person for F2F but circumstances probably won’t allow it.
  • The interview will be technical and ideal candidate is technical but not required if SME is available.
